Wilmington, DE email - city vs. county officials issue #1241

I sent the drafted template to the email list provided for Delaware and received the following feedback regarding the message reaching the wrong people:

Their message is confusing on two fronts: they are having the action emails sent to BOTH City (Wilmington) and New Castle County council members. You can tell by their email addresses which is which. then the message itself seems to focus on the CITY budget - well then WHY are the message being sent also to COUNTY members??
If they want it to go to BOTH City and County, they should devise two separate messages, one to each and ask for CITY council members to change the CITY budget, and ask the COUNTY members to change the COUNTY budget. As it is now, it confuses the two, and so it is being dismissed by my colleagues.
Your message below seems to have been edited from some of the ones I am getting, and focuses solely on the City (which is good) - but you aren't a City resident so your message to City Council will be less powerful. Most of the messages I am receiving have references to both City and COunty together... Hope this makes sense. Their message would be taken more seriously of this was corrected.

I think the resource you've created is extremely valuable, I just figured you should know that this instance is not able to be as effective due to this confusion and figured I would let you know

Couple notes on this one -- as far as I can tell no City Council members are included at all despite the city language... the Mayor, the Social Media Manager (mgjopson) and the entire County Council are all here. This could possibly be split into two letters with email addresses corrected for the city and more specific budget figures for the county.
