Make the HTML generator output actual documentation #17

I think some sort of templating system will soon be needed, but this at least makes the HTML output complete.

Was this ever merged via other means (by hand)? If not and it still needs to be done would you mind adjusting to latest version and resubmitting?

How is the tomparse release used? I can't find references to it here.

Err... sorry, I was thinking I had already integrated tomparse, but I haven't done so yet. So I take that back. And that being the case, I wonder why this pull request won't merge automatically (according to github)? I would merge it if it could.

But maybe it's just as well. Would you be willing to redo this patch with templates as you suggested (Mustache or ERB)? I can integrate tomparse after that --it won't have any significant effect on the API since it's pretty much a drop in replacement for the tomdoc comment parser.
