MEMO: Onboard Meeting A.2.7.2023.09.28.THU.00 into P3 Ecosystem

Associated Meeting: https://github.com/deg-entreprises/A.2.7-Meeting-Platform/issues/18#issue-2186973813 Start Date: 2024.03.14.THU
End Date: 2024.03.14.THU

Purpose

What is your P3 Purpose Statement?
We enable Rwandan Alcoholic Beverage Manufacturers to participate in the future of African Malanga Neutral Alcohol Supply Chains.

Problem

What problem have you identified?
Rwandan Alcoholic Beverage Manufacturers are dependent on costly Neutral Alcohol imports.

We have several meetings from the past that have to be onboarded into the ecosystem to support the development of our go-to-market strategy.

In this meeting, we need to address the challenges that DEG is facing with industrial land acquisition so we can better understand the regulatory requirements to successfully implement the project.

Solution

What solution does your P3 Ecosystem provide?
Introduce a proprietary and cost-competitive agro-technology that transforms African Malanga into locally produced Neutral Alcohol.

This onboarding approach will demonstrate how we incorporate past meetings into DEG's P3 Ecosystem.

Our proposed solution involves presenting the project plan to various regulatory bodies to understand how their agency relates to DEG and what requirements we need to plan for.

Market

What is the market share of your P3 Ecosystem?
OWNER: 10% of Rwanda's $60M/year Neutral Alcohol Imports PRODUCER: 2.4% of DEG’s $6M/year Market Capture

Cooperation

What existing ecosystems inspire your platform?

Distribution

DEG Entreprises - Onboarding Debrief

DEBRIEF: Rwanda 2023 RDB Kick-Off Meeting to Understand Regulatory Requirements

Associated Meeting: https://github.com/deg-entreprises/A.2.7-Meeting-Platform/issues/18#issue-2186973813 Start Date: 2023.09.28.THU
End Date: 2023.09.28.THU Location: Rwanda Development Board Office (Old)

Action Items: (3D Model of 8.1)

  1. Felix directed to contact Jean Claude Mutabazi in case we encounter more delays
  2. DEG to create concept note outline
  3. DEG to send 2023 Trip Concept note to RDB to gain alignment
  4. Felix to email Emmanuel (RSB) to start conversation to work through all regulatory requirements
  5. Send request to FDA representative so construction specifications can reflect everything that will be inspected once facility is completed
  6. Add district Mayors listing Malanga as a strategic crop for farmers as a project milestone
  7. Launch DEG's smaller holder farmer capacity building program
  8. Implement contract farming program with districts

Risks: (3D Model of 6.3)

  1. Lack of clarity regarding the industrial land acquisition process may continue to cause frustration and delays
  2. Not fully understanding the necessary regulatory requirements could lead to potential operational disruptions or financial penalties

Summary: Situation: During the kick-off meeting held at the Rwanda Development Board office, participants aimed to discuss DEG's struggles with obtaining industrial land in Ngoma District and present the company's supply chain plans to relevant regulatory authorities.

Complication: Despite efforts made over the last eleven months, there remains confusion surrounding the industrial land acquisition process due to conflicting directions received from various entities such as RDB and MINICOM. Additionally, unclear regulatory requirements pose a threat to successful implementation of the project since non-compliance could result in disruptive work stoppages or fines.

Resolution: To alleviate these concerns, multiple actions were agreed upon, including reaching out to Jean Claude Mutabazi for assistance if further obstacles arise, developing a concept note addressing critical challenges, engaging stakeholders like FDA and RSB to clarify regulatory prerequisites, incorporating suggestions from regulators into construction specifications, adding significant milestones involving district mayors and malanga crops, launching smallholder farmer capacity programs, and establishing contract farming initiatives with local governments. These steps aim to facilitate smoother collaboration between DEG and regulatory bodies while ensuring proper adherence to requirements throughout the project lifecycle.
