Build a Skeletor plugin that can spin up a local web server

Consider using express or connect
This may not need to be a plugin? Could possibly be baked into core

[x] Should be able to serve up PL and React apps.
[x] Should have ability to utilize user-defined middleware.
[ ] Should be able to refresh browser, as needed.
