NFT harbinger market

Prize: 1000 USDC + a percentage of issued governance tokens

We've seen three harbinger tax innovations recently; some were created as part of other hackathons. We think the NFT sector should have an NFT harbinger market and Degen VC would like to help a team launch it. You can build on existing work (below) or come up with something different if you prefer

How would Degen VC launch it? The harbinger model would include a small fee that would capitalise a Liquid Vault to which governance token holders could send their tokens and claim discounted LP tokens. This bootstraps the project with a governance token that also distributes value from the market itself to the community.

May I please get an explanation of what the following statement means

I get the small fee part but the rest doesn't make sense to me please help :XD
