I use module hot keys.
So here is "change volume hotkey doesn't work on an active qmmp window"
i think hotkey must works everywhere in case of it's globality.

Try to assign another key sequence. Some DEs and WMs block multimedia keys by 
default.

Ok, start qmmp from terminal emulator and press your hotkeys with active and 
nonactive window. Then show me full qmmp output.

Oh! pardon. that hotkeys are used in qmmp itself for next/previous lists.
