Some small fixes after onboarding #83

  1. Similarly to https://github.com/degica/kaiser/pull/63, I had an issue building the kaiser image from scratch. Removing the Gemfile.lock from the dockerfile fixed this.
  2. kaiser itself has also been updated to not require a kaiserfile for the set command. It kaiser set... can be run from any directory now.
  3. Rubocop and github CI ruby version fixes.
  4. Bump version
