Technical:

Drop the reference to the old separate ghūl MSBuild targets package, which is not needed now that the targets are included in the runtime library package
Bump artifacts actions to latest in CI workflow
Use ubuntu-latest instead of ubuntu-20.04 in CI workflow
Bump Dependabot/fetch-metadata action to latest in Dependabot auto-merge workflow
