change paths to better suit Arch #4

The patches just change the binary location from /usr/local/sbin to /usr/bin (Arch does not have sbin), and the configuration file from /usr/local/etc to /etc/virtctl.

I use Arch myself (and there is a PKGBUILD now), so why not change paths to standard locations.

Development of v0.3 is coming along nicely. It will use default paths.
