Just upgraded to 3.1.2, it activated all my plugins.
anyone else see this behavior ?

Well it appears that the update contains data files

authorization.xml
and plugins.xml

Why oh why are these in the binary ?

they somehow got into my distro of the source. removed and updated on the 
download.
