Also:

Offloads many of the installation and testing instructions to the e2e tests and the official docs
Includes more detail on how to set up and use the development environment
- Includes details on the native go toolchain development environment (as an alternative to the docker based dev env)
Adds 2016 to the copyright

Once this change is merged, I'll make similar changes on the READMEs of other repositories.
