ref(charts): use kube-registry-proxy 0.4 #9

CI cannot handle the sudden changes of this repo without an image, and we cannot rely on the docker_tag value as that is changed at release time by CI as well. Hardcoding the image name works for now while we suss out the changes.

closing in favour of https://github.com/deis/workflow/issues/644. We want to keep this repo kicking around for historical purposes, but we can start by disabling it from CI and then just reference the "official" chart once it's pushed upstream.
