Proposal deis doctor

The following document has basic scope covering what is deis doctor This issue covers a more feature related aspects of deis doctor.

• A deis cli command endpoint deis doctor:send which gets authenticated by controller. Should be able to skip the authentication if cluster is in chaos mode and send relevant doctor Information.
• Send deis doctor information about individual components Ex: deis doctor:send -c builder.
• Provide feature to add comments to the doctor information that user is sending.

Correction instead of AUTH using controllerwe should also validate deis cli executing kubectl exec commands for deis-worflow-manager-xxxx pod
