ci: add github workflow #7

Add CR_PAT as a secret in the repo settings. The value should be a personal access token with write permissions to packages. This should build and tag an image as ghcr.io/deiucanta/chatpad:latest and also : whenever something is committed to main. Builds for both linux/amd64 and linux/arm64
