Fix some issues reported by lintian

• Drop unnecessary dependency on dh-autoreconf.
• Fix day-of-week for changelog entries 0.1.6-6, 0.1.6-5. (debian-changelog-has-wrong-day-of-week)
• Update standards version to 4.6.2, no changes needed. (out-of-date-standards-version)
