Have the save bar in the admin page floating #30

It would be preferred to have the save bar floating next to the forms fields when making changes to the begrepp table. This would allow more consistent saving. This sounds complicated, but not really sure, perhaps someone has already done this or there are other alternatives.

I've made the save bar on the top and bottom of the form page, so I think this should suffice.
