Search optimisation of the frontend and the admin page so that the search term comes up first in the list.
Added the possibility of requesting a translation or a new begrepp when a term is not found in the database, and reused the existing request form for this purpose.

There is code in this pull request that is going to break functionality, so we will fix it first and do a new pull request.
