Update to slim 4 #68

Based off iss #66 need to fix changes with slim 4

In redev, I have updated to slim 4. There are still some bugs in some functions. But I think once I sort out a few of the bugs we should merge redev with master.

We should also have a plan for using slim 4 on arc once I make this merge.

@afarineshp do you think you can start the transition. @jasondk should we just go about installing on our own accounts like before or should I put in a request to arc staff?

Completed in redev - just need to transition over on arc. Note - the changes are NOT cross-compatible - users must have Slim4
