Increase size of mechanical pin holes for the rotary encoder #69

The mechanical pin holes for the rotary encoder on the main board are extremely tight, and make component installation quite difficult. The size of these should be adjusted for ease of assembly.

This is a purely mechanical change, and should have no functional impact.
