(hits#new) Add "Jump to..." button to "Previous" and "Next" #74

"Jump to 4249", for instance, would let annotators go back to 4249 to review something, or return to 4249 without going back to the Targets page.

How often is this used?

I worry about adding too many features to the top of the edit screen. If you can remember the exact hit you want to check, is it possible to just edit the URL? For example /hits/9/edit would become /hits/4249/edit
