Add new regions where SES works from october 31 #12

Hi,

Starting october 31, 2019 SES is available in 3 now regions. Please add these as well https://aws.amazon.com/about-aws/whats-new/2019/10/amazon-ses-is-now-available-in-three-additional-aws-regions/
