not sure if it is a bug or not but soviets have a civil war multiple times a game . i played one where i counted 6 times. my latest its only 1940 and there on the 2nd. they win quickly either way but i think it makes them to weak germany beats them every game. i love the mod it makes the game so much better especially having alternate USA focus!

Possible solution by increasing starting stability.
