Resolves #1008

• upgrade kind version in devkit to 0.17.0
• upgrade golang version to 1.19
• upgrade kubectl tool version to 1.25.3
• using --no-check-certificate to download golang package.

devkit re-build failure due to url (http://download.opensuse.org/distribution/leap/15.4/repo/) is down currently. and the previous devkit build with same patch passed.
