[FEATURE]: Add functionality for restricted mode for PowerFlex #1286

Describe the solution you'd like The requirement is to enable the PowerFlex cluster to set the restricted mode. Once the restricted mode is set, a user should be able to approve the SDCs.

Hi @coulof The issue is created to support restricted mode using Terraform Provider for PowerFlex.
