Unknown user does not behave consistently #12

Commit 8475da56da73467d0c848963f660f8086e66bad8 fixed the issues where the browser would not always prompt for certificates however if the user is unknown this does not always display correctly:

Closing - I realized I had the wrong code version and this was on the UI with all the legacy packages pulled. Not a problem in production version of the code
