Thanks for this suggestion. I tried enabling the "lvfs-testing" remote as suggested. I'm afraid no further updates showed up (apart from one for the Latitude E5X60 series, which isn't applicable to me).

Here, it's been moved into 'testing' remote for fwupd. https://fwupd.org/lvfs/device/com.dell.tbt7d538854.firmware

I realized that was the wrong platform, you were looking for 7390, which I don't see available in any LVFS remotes right now.
Edited title as NVM 41 was released on 11 June 2019.
Edit: I should also note that extracting the firmware update .exe does not result in a usable .bin file.
The firmware is still not available on LVFS and the EXE for the firmware update won't run under DOS. Please either upload the firmware to lvfs or provide a compatible CAB or EXE.
As of 28 May 2019, the latest Thunderbolt NVM available for the Latitude 7390 2-in-1 running Windows is NVM40: https://www.dell.com/support/home/us/en/04/drivers/driversdetails?driverid=pgwr4&oscode=wt64a&productcode=latitude-13-7390-2-in-1-laptop
However, the latest version available via fwupd is NVM23.
