gnome url format change for v40 #21

version 40.0 has a breaking change in url format:

https://download.gnome.org/sources/yelp-tools/40/yelp-tools-40.0.tar.xz

previously:

https://download-fallback.gnome.org/sources/yelp/3.9/yelp-3.9.91.tar.xz

This must be failing from sometime.

Major/Minor extraction support must be added in gnomejson filter

the ticket initially mentioned yelp-tools but this actually has happened across all (or most) gnome profiles in srcget.
