[fix] add warning to foldpanelbar test cases to indicate false positives #2846

FoldPanelBarTestCase.test_scrollbar_on_collapse, FoldPanelBarTestCase.test_scrollbar_on_resize already has false positive warning. Adding it to FoldPanelBarTestCase.test_foldpanel_manipulation because it fails sometimes and it is not easily debugged.
