rename the src/delphi/static to test_configs #114

configs will be moved to configs/ in the incoming PR for usability, and we don't need it for anything else any utils related to this should be removed as well

This means that the configs won't be included in the python package. For that, they'd have to be somewhere within the package_dir specified in setup.py
