Enable definition of new Delphi versions without recompiling CodeSnip #29

Presently every time a new version of Delphi (or FPC) details have to be added to the CodeSnip source code and a new release has to be made.

The idea is that CodeSnip will read compiler info from a text config file.

Maybe some earlier compilers may still have to be built in to source?

Since development of CodeSnip 5 has been abandoned, this feature, I've it is to appear at all will have to be rolled into CodeSnip 4.

However I think it unlikely this will be done.

Back to the consideration stage then!
