Restore check for updates feature #68

If a VERSION file is added to GitHub source tree CodeSnip could download that & compare with the current program's version to check if a new version is available.

Just make this a menu option, not an automatic feature.

This isn't going to work easily: GitHub requires https and that's not easy to implement with Indy 10 & Delphi XE.

Since CodeSnip 5 has now been abandoned, and this issue won't be implemented in v4, it is being closed as rejected.
