CP-8293 Update version to 4.0.5.dev0 for virtualization-sdk develop branch before updating github actions

Problem:

Following changes have been done as part of this review

• Bump up the VSDK version to 6.0.5.0.dev0
• Bump up the dvp-api version to 1.7.0.dev0
• Also incorporated changes suggested by @ravi-cm from https://github.com/delphix/virtualization-sdk/pull/441
