12 add static analysis and misra checks uncrustify #35

This PR only includes adding static analysis with Cppcheck. MISRA checks and uncrustify have been given separate issues and will each be added at a later date.

@KushalP17 Merging to develop and main requires at least one reviewer. Take a look at what I've done so far, review it for any obvious errors, and let me know if you have any questions. When you're ready, you can approve this PR so it can be merged.
