Run actions on pull requests #43

In addition to when changes are pushed, run actions on PRs. This ensures actions are run even if files are added via uploads.

Now that the CI jobs have been merged into develop, all branches from develop will trigger the actions, even if files were added via uploads. The underlying issue meant to be addressed here was not actually the root problem.
