Add "Delta Lake Optimize" blog -- publish on June 14th #442

This PR adds a blog highlighting the Optimized Write and Auto Compaction functionalities.

It is written to rank for the delta lake optimize keyword, for which the Delta blog currently doesn't rank:

The blog addresses all 3 forms of Optimization:

  1. manual compaction (short description + reference to existing blog)
  2. optimized write (detailed description + code example)
  3. auto compaction (detailed description + code example)
