Proposed Changes

• Removes eslint and prettier (+ related dependencies) and replaces linter and formatter with @biomejs/biome
• Adds .vscode suggestions and settings for better dev experience (first party LSP integration)
• Overall removed 7 dependencies and 2 seperate config files (plugins / parsers) (also removes oceanprotocol lint settings dependency) and replaced with one dependency and a all-in-one config file
