CI: disable requesting new certs for staging.testrun.org #303

related to #302, should give us some rest until we can find the actual cause.

Let's keep it like this for a week, when the rate limit is over we can turn it on again. The current cert is valid until June 15. I backed up /tmp/acme to ns.testrun.org:/root/acme.bak just in case.

If I understand correctly, we won't find any problems with ACMEtool anymore, because we keep the cert on staging? makes sense for now

exactly. But until the rate limit expires we won't find them anyway
