Add fpdoc documentation #1

Currently there is no documentation in the bindings and users need to refer to https://c.delta.chat/

Would be nice to have fpdoc documentation built-in, so it can be reference from within Lazarus IDE.

I would be interested to use it as a base to continue Pascal learning. ^^
