Room Assignments

Currently room number is an attribute on the member's profile but that only allows a current view of room assignments with no way of knowing if it's outdated or not.

This has been completed via commit ac00c802f07b301792fc69e576b56283a13539f9.
Here are some changes from original design:

• A room was made unique by semester and name. This allows us to keep track of capacity changes on a semesterly basis.
• A room assignment has a move in and move out date instead of a semester foreign key to achieve more detail.

Note: the interface to edit assignments is only available to the house manager and administrators. It might be nice to make it available to everyone in the future in order to let people play around with room arrangements without actually saving them.
