Add cycle stats #22

Also consider making a simple web component that anyone can pop in to show canister stats

Maybe there is a button people can press that takes a cycles snapshot...that would be nice...it could then tell you how many cycles are being used per year, month, day, hour, minute, etc

Think about the best way to do it...probably the canister should just do the math, and do some kind of rolling average...
