Uninstalling module deletes most of seagull/www contents #1578

This is an issue that I have encountered several times on windows with an WAMPP install.

1) install module 2) modify module (navigation/data) 3) uninstall module

System Specs:

Apache/2.2.6 (Win32) DAV/2 mod_ssl/2.2.6 OpenSSL/0.9.8e mod_autoindex_color PHP/5.2.4

[demian] can some other windows users confirm this, i don't get this problem on os x and haven't heard any other complaints from windows users.

[demian](In [3849]) checking for missing module param, avoid deleting webroot, fixes #1578
