Added an option to turn on/off enquiry types drop down list on the Contact Us form

Allow easy maintenance of enquiry types, with multi-lingual support

Allow contact us email to be sent to user, based on enquiry type i.e. Sales enquiries go to sales@acme.com

Allow easier access to both enquiry type on/off option and email / info email address; we have sites where there are content managers who can access these features, but are not granted access to the General -> Configuration and General -> Module Manager menu section.
