Remove navigation.stylesheet config option #1648

I think this option does nothing with the new css code, so it should be removed

[ajmixto] I think that the NavStyleMgr from the navigation modules could be removed too.

[demian] nice surgery dude :-) it's great to get cleanup fixes in, there's a few more of those that need to be done ;-)
