Improved routing for SGL2 based on Horde_Routes #1689

First version of my improved routing code for SGL2. Currently it's still a hacked version, cause there are a few things missing in SGL2 concerning language support. The patch is working and can be tested, but is not final yet.

Missing:

Retrieving RFC1766 language code of all languages correctly.
Retrieving RFC1766 language code for current language.
Retrieving installed modules.
Retrieving list of controllers per module.
Setting up the router&url + resolving url as filter.

just reviewing this briefly, look like it requires a detailed review, passing it to dmitri and will look closer sometime before xmas.
