fix resolveLanguageFromBrowser for 'zh-tw' #1694

Because $_SERVER['HTTP_ACCEPT_LANGUAGE'] of Chinese/Taiwan is ''''zh-tw'''', we need to handle specially.

There's sthing wrong with this patch:
