Migrations #1

First step in getting migrations in for ballot-scout, but there's more work to be done over there.

This looks generally pretty good. A couple of things:

  1. Bump the version to 0.2.0-SNAPSHOT. This breaks any current clients.
  2. Can you update the README about how these work?
