Button labels don't update when changing locales. They should.

I just pushed a partial fix for the button i18n issues in ca033b8014a197ec6eec29d67e2aa3e2d92e1cfd. Buttons are now properly translated after switching locales and advancing through the wizard. However, steps that were already rendered under the old locale will still have the old translation. This is probably a somewhat rare occurrence, however. Obviously we should still fix it, though.
