Added psgplay SNDH player #28

This adds NoRings/NoCrew's awesome psgplay to cowbell. Altho psgplay's not feature complete yet (DMA and LMC support are being worked on, see #10 and #9), it's pretty good at replaying non-DMA tunes and very much feels ready for prime time with demozoo/cowbell. @frno7 just now added emscripten as build target to psgplay, so here's the thing.
