add code panel feature that shows titles similar to the panels
modified parsing to allow for panels, code, and code blocks to be in ordered or unordered lists

Hi @NSHenry, thx for providing a new feature.

It would be great, if you can run a test's with npm run tests and adjust a tests files.

Onother point can you please adjust CHANGE.LOG and describe what's is new?

I have no possibilities to check you changes till 19.10 so sorry for that, but after i will try to merge your PR.

Ok! I've made the requested changes and cleaned up quite a bit of my original code changes.
