Update package infrastructure #186

Still very much a work in progress, just trying to get CI working properly

Remaining TODOs:

[x] Fix codestyle
[x] Make sure that devdeps tox env actually works
[x] Check that RTD works properly on PRs.
[x] Enable nitpicky mode for docs build (probably best as separate PR)
[ ] Check whether we want to enable doctests (if so maybe best done in a separate PR)

I think this is ready for review/merging, there is more to do (including the two items in the description above which aren't ticked) but as this PR is already quite large, probably worth doing in separate PRs.
